Dagmar Bartels

Dagmar Bartels is Head of Public Affairs at OLX Group, where she has led global policy initiatives since 2019. She engages strategically with regulators and stakeholders to shape policies that support digital marketplaces across regions and verticals.

Previously, Dagmar led the New Technologies Practice at Grayling, advising tech clients on public affairs and regulatory strategy. She also served as Global Public Policy Manager at Naspers, driving cross-market strategies for a multinational portfolio spanning e-commerce, media, and venture capital.

In 2025, Dagmar was appointed Chair of Classifieds Marketplaces Europe, reflecting her influential role at the nexus of technology, policy, and innovation.
